유아교원평가 시스템 구성방향 모색에 관한 연구 = Study on the Search for Early Childhood Teacher Evaluation System Composition Direction

The purpose of this study was to search the direction for early childhood teacher evaluation system composition. To accomplish such study purpose, the following study issues have been set. Firstly, what is the legal basis of teacher evaluation? Secondly, what is the actual condition of teacher evaluation in the education field in Korea? Thirdly, what is the direction of early childhood teacher evaluation system composition? The study methods applied in this study are literature analysis, newspaper article analysis, teacher and parents interview analysis, etc. The study results are as follow. First, the existing legal basis for introducing teacher evaluation system is insufficient. For introducing early childhood teacher evaluation system, the amendments of Framework Act on Education, Childhood Education Law, Early Childhood Development Law are needed. Second, the teacher evaluation in Korea is expected to be fully implemented in 2010 through the trial evaluation process since the announcement of the plan to improve the elementary, middle and highschool teacher evaluation system in 2004 by starting from the university evaluation centering on `Korean Council for University Education` founded in 1982. However, the discussion on early childhood teacher evaluation has not taken place systematically and it is being indirectly reflected in the nursery facility certification evaluation system introduced in 2005 and kindergarten evaluation introduced in 2007. Third, through the introduction of early childhood teacher evaluation system, teachers can have the opportunity to reflect on their lessons and life guidances and improve their lesson abilities while observing the lessons of their peer teachers and the education ability of early childhood education institutes can be improved through the personalized study and training, mentoring and education study and training according to the evaluation results. Most of all, the basis for administrative and financial support of the nation and local governments can be assured for making childhood education high-quality public education based on the evaluation results.
