정부신뢰의 지표체계 개발 및 적용: 외부신뢰와 내부신뢰의 비교분석 = Development and Application of 'Trust in Government' Index: A Comparative Analysis of External and Internal Trust

국문 초록 (Abstract)

본 연구는 정부신뢰의 다양한 요소를 포괄하는 지표체계를 개발하고 이를 한국의 현실에 적용하여 신뢰수준을 측정하는데 그 목적이 있다. 이를 위해 기존 연구와는 달리 정부신뢰를 국민에 의한 ‘외부신뢰’와 정부를 구성하는 공직자에 의한 ‘내부신뢰’로 나누어 논의하였다. 또 정부신뢰를 업무성과･관리역량･정치역량･공직윤리 등의 ‘요소신뢰’와, 정부신뢰 전반을 종합적으로 파악하는 ‘종합신뢰’로 구분한다. 분석결과를 보면 정부에 대한 일반 국민의 종합신뢰는 대체로 부정적인 반면, 공직자의 종합신뢰는 보통수준으로 나타나 두 집단 간의 정부신뢰 평가에는 분명한 차이가 있다. 두 집단의 요소신뢰 평가도 같은 경향을 보였지만 요소별 순위를 달리한다. 즉, 일반 국민의 요소신뢰는 공직윤리>관리역량>업무성과>정치역량의 순이고, 공직자의 요소신뢰는 업무성과>공직윤리>관리역량>정치역량의 순으로 나타났다. 이러한 분석결과를 기초로 정부신뢰 제고 노력, 국민과 공직자 간의 신뢰격차 해소, 신뢰요소별 전략적 접근 등의 정책방향을 제시하였다.

다국어 초록 (Multilingual Abstract)

In this study we pursue developing diverse indices of trust in government and applying them to Korean situation. Unlike earlier works that focused only on citizen's external trust, this study adds public official's internal trust in measuring trust in government in order to provide a more complete picture. Our trust indices identify as categorical elements administrative performance, management capacity, political capacity, and public ethics in addition to a comprehensive perception. This study analytically compares external and internal trust on both categorical and comprehensive levels. Overall, the analytical results show that the perception of comprehensive external trust appears to be more or less negative, while that of comprehensive internal trust on the average. As for the trust in categorical elements, external trust exhibits high levels in public ethics and management capacity, while showing low levels in administrative performance and political capacity. Levels of internal trust are relatively high in administrative performance and political ethics, while low in management capacity and political capacity. We discuss some policy guidelines for enhancing trust in government on the bases of empirical findings. This paper sheds some light on the importance of multidimentional conceptualization and external-internal distinction in the studies of trust in government.
