지역경찰조직의 성과평가를 위한 모형개발 = The Developing Model for Evaluation Performance of Local Police Organization: Application of Fuzzy Set Theory and AHP (Analytic Hierarchy Process)

This study analyzes and examines that performance evaluation of local police system is achieved by original expectation. And discovering problem of system from evaluation, there is ultimate purpose though wish to contribute in fixing and development. Therefore, the purpose of this study is as following.
First, I wish to find key performance indicators to display local police organization's competitive power in financial performance measurement and non-financial performance measurement.
Second, decide key performance indicators' importance to use AHP method.
Third, develop model that can estimate local police organization's competitive power through Fuzzy Set Theory.
Fourth, do empirical analysis about local police organization through developed model.
In the result of analysis, K metropolitan police agency occupied the supreme and second ranking. But, I metropolitan police agency was analyzed by 16th that is all lowest ranks in Fuzzy model's competitive power estimation. Based on these results of the study, this study present political implications is as following.
First of all, in internal process viewpoint, first, prepare that crime appearance increases in the future, need to alternative development that can minimize. Second, need to do delegation of power to front-line policeman to become suitable patrol to local characteristic. Third, actualization of public security environment confrontation system. And finally, can propose public security volunteerism mileage system introduction.
Also, customer viewpoint can suggest, first, bodily sensation effect's raising about public security, second, social weaker protection of local community, third, original solution of trivial public security problem.
Learning and growth viewpoint can propose, first, contributory and insurance of superior police manpower, second, elevation of quality through lifelong education, third, motivation for own development, fourth, development of education program and teacher's qualitative elevation and better treatment.
The last, resource viewpoint can propose, first, enlargement of budget, second, discretionary power extension in execution of the budget.

국문 초록 (Abstract)

본 연구는 먼저 지역경찰제의 성과를 평가하여 당초의 기대가 달성되고 있는가를 분석ㆍ검토하고, 평가로부터 제도의 문제점을 발견하여 이를 보완함으로써 제도의 정착과 발전에 기여하고자 하는데 궁극적인 목적이 있다. 따라서 본 연구는 첫째, 경찰조직이 재무적 성과측정치와 비재무적 성과측정치 중 지역경찰 조직의 경쟁력을 나타내줄 수 있는 핵심적 성공요인들이 무엇인지를 찾고자 한다. 둘째, 이러한 핵심적 성공요인들에 대한 중요도는 AHP 기법을 이용하여 결정한다. 셋째, 퍼지 집합이론을 적용하여 지역경찰 조직의 경쟁력을 평가하는 모형을 개발한다. 넷째, 이러한 모형을 가지고 지역경찰조직에 대한 실증적인 분석을 시도한다. 분석결과 K 지방경찰청이 최상위와 차 순위를 차지하였으며, 반면 I 지방경찰청은 퍼지모형 경쟁력 평가 결과 모두 최하위인 16위 순위결과를 보였다. 분석결과를 통해 균형성과평가표관점에서의 정책적 함의를 제시하면 다음과 같다. 먼저 내부프로세스 관점에서는 첫째, 미래에 범죄발생이 증가할 것으로 보고 이를 최소화하기 위한 대안의 개발, 둘째, 지역 특성에 맞게 순찰활동을 할 수 있도록 일선 경찰관들에게 권한의 위임, 셋째, 치안환경 대응 시스템의 현실화, 넷째, 치안 자원봉사마일리지 제도 도입 등을 제안하고, 고객의 관점에서는 첫째, 치안안전에 대한 체감효과의 제고, 둘째, 지역사회의 사회적 약자보호, 셋째, 사소한 치안문제를 소홀히 하여 큰 문제로 진화되는 문제 차단 등을 제안한다. 학습과 성장 관점에서는 첫째, 지역경찰조직의 성과를 높이기 위해서는 우수한 경찰인력의 유인과 확보, 둘째, 평생교육을 통해 자질의 향상, 셋째, 자기개발을 위한 동기부여, 넷째, 교육프로그램의 개발 및 교관의 질적 향상, 다섯째, 처우 개선 등을 제안한다. 마지막으로 자원관점에서는 첫째, 지역경찰조직의 성과향상을 위한 예산의 증대가 요청되고 둘째, 배분된 예산 집행에 있어서의 재량권 확대 필요성을 제안한다.
