새터민의 무력감 원인과 임파워먼트 전략 = A Study on a Strategy of Empowerment for Overcoming the North Korean Refugees’ Feeling of Powerlessness

The purpose of this thesis is to explore the feeling of powerlessness of North Korean refugees and to present a strategy of empowerment for them.  As a result of this research, the feeling of powerlessness originates in three causes of economic, psychological and social network dimensions.
In regard to the economic aspect, the North Korean refugees are nearly living on minimal government subsidies and participated in labour market in a type of instable employment such as part time or temporary work. What is a more serious problem to them is that their income is been sending to their families who live in China or North Korea or is been spending for their medical care. In the case of social-psychological dimension, their feeling of powerlessness stems from a stigma. The stigma can be recognized as the term, a selfish man, a betrayer, a communist etc. In addition, a guilty consciousness that they left their families just for their own life becomes a kind of stigma to annoy them. From the point of view of social network, the North Korean refugees have not been integrated in Korean society. Therefore they can be identified as an isolated and fragmental existence.
Based on this study, this thesis tries to search for an alternative for overcoming the feeling of powerlessness in line of empowerment. The main perspective for the solution is that they can be regarded as not an alien but a citizen and should be treated in terms of local social welfare.

국문 초록 (Abstract)

본 논문은 탈북 이후 남한에 정착한 새터민들이 무력감(feeling of powerlessness)과 무기력(powerlessness) 속에서 살아가고 있는 현실에 주목하여 무력감의 실상과 원인을 밝히고 임파워먼트 전략을 제시하는 데 목적이 있다. 연구 결과 새터민들의 무력감은 경제적 문제, 사회심리적 이유, 사회연결망적 이유 등으로부터 기인되고 있었다. 경제적인 측면에서 볼 때, 새터민들은 최저생계비에 의존해서 살거나 불안정한 형태로 노동시장에 참여하고 있었고 이 수입마저도 중국이나 북한에 있는 가족에게 송금되거나 자신들의 치료비로 소진되고 있었다. 사회심리적인 무력감은 스티그마(stigma)를 통해 이해될 수 있는데, 이들은 이기주의, 배신자, 빨갱이 등의 사회적 시선 속에서 가족을 두고 왔다는 죄책감을 느끼는 스티그마를 갖고 살아가고 있다. 사회연결망적 측면으로 볼 때 새터민은 지역사회에 통합되지 못하고 지역사회의 한 구석에서 고립되어 살아가고 있었다. 이러한 연구결과를 토대로 본 논문은 새터민이 경제문제와 스티그마를 해결하고 권리와 결정권을 가진 주체적 시민으로 살아갈 수 있는 대안을 제시했다.
