The purpose of this study is to understand and categorize the environmental governance which is characterized as a cooperative relationship as a solution of environmental problems. This study shows that the environmental governance is an useful approach in analyzing environmental policies and solving environmental problems. The categorization of environmental governance helps us to understand the linkage of environmental actors and their dynamic relationship in the environmental policy making process.
The actors of environmental governance are public sector like government, private sector, and environmental protection groups. Government is a major actor in the policy process. This sector includes central and local governments. The private sector is also a major actor in the policy process as a target and parterner of environmental policy. Citizens try to force environmental policy process by forming interest groups.
These actors play their roles in the policy process with their own interests. The best options in solving environmental problems are not acting seperately but cooperatively as a network among actors.
