    The aim of this thesis is to have a correct understanding of autonomous rights. For sincere execution of local autonomy, shouldsecure self-control of local government which means to guarantee autonomous rights as substantially as possible. In other words, should give local government enough rights to function as a provider of administrative affairs in the region up to reputation. The local autonomy of ours in the past, however, has been undergoing controversial issues from the introduction, and in spite of several revisions of the law, it ended in local autonomy that's far from the nature of it on account of constitutional restrictions. On this, it's needed to grip the clear notion of local autonomy, and arrange the meaning and property of autonomous rights that gets more and more emphasis on its meaning in the category of local autonomy.
