기계경비의 오경보 감소대책에 관한 연구

국문 초록 (Abstract)

오경보는 경보시스템의 단순한 오작동에서 비롯된 기계경비회사의 비용증가의 문제에 국한되지는 않는다. 오경보는 경찰에 대한 출동요청으로 이어지기 때문에 경찰자원의 효율적 활용이라는 경찰행정 목표에 커다란 위협이 될 수 있는 문제이다.오늘날 경찰은 경비시스템의 경보와 관련하여 수 없이 많은 출동요청을 받는다. 만약, 출동요청이 경보기의 잘못된 사용이나 결함 혹은 기계경비운용의 미숙에서 비롯된 것이라면 무작정 출동요청에 응하는 것만이 능사는 아닐 것이다.경보기의 설치는 범죄의 예방과 피해확대를 방지하기 위해 시작된 것이다. 따라서 적절하게 잘 사용될 경우에는 범죄예방에 더할 나위 없이 좋은 도구이지만, 그렇지 못할 경우에는 문제가 된다. 이러한 오경보의 비율은 전 세계적으로도 대략 90%에서 최고 99%까지 상회하고 있으며, 이러한 추세를 보인 것은 이미 오래전부터이다. 오경보는 납세자에게 매년 수많은 비용을 부담하게 만들고 경찰이 다른 범죄예방활동을 할 수 없도록 강요한다. 기계장치를 이용한 편익은 어느 정도의 고장과 오류를 감수하여야 할 것이다. 그러나 과도한 오경보 비율은 '늑대와 양치기 소년'의 우화처럼 경찰행정의 비효율을 강요하고 공공의 안전에 심각한 부담을 줄 뿐만 아니라 지역사회 내에서 경찰행정의 신뢰성에도 영향을 줄 수 있다. 오경보의 문제는 더 이상 기계경비서비스의 계약당사자의 문제도 아니며, 그들 자체의 노력으로 해결하기 를 기다릴 수도 없는 문제이다. 따라서 경찰은 기계경비회사와 고객 사이의 관계위주로 문제에 접근하는 자세를 지양해야 할 것이다. 또한 오경보의 공익침해성을 중시하여 관련 법제를 정비하고 과도한 오경보를 줄여나가야 할 필요가 있다. 이제부터는 기계경비회사에 대한 허가와 관리 감독을 넘어 경보기 생산자와 경보기 설치자 그리고 사용자에 대한 내실 있는 교육을 통해 수인(受忍)의 범위를 넘어선 오경보에 대해서는 일정한 경고와 벌금을 부과하는 등의 오경보 대책을 마련하여야 할 필요가 있다. 나아가 오경보에 대한 벌금제의 법제화 및 경찰의 출동제한요건 등의 제재에 대한 법적 근거를 마련해야 한다. 그리고 오경보 방지를 위한 설명 및 가입자 교육의무 강화 그리고 경보기기의 품질 및 설치기술 인증제 및 오경보 관리우수업체 인증제 등의 실질적인 문제 해결방안을 제시하여야 한다.

다국어 초록 (Multilingual Abstract)

The most recent year data 2008 in Korea says between 91 and 92 percent of alarms police attended were false, a number that has been relatively constant for years. With the market for home security systems growing rapidly, police and alarm industry officials say the problem isn't going away.A False Alarm is defined as any alarm signal that elicits a response by police personnel for which there is no evidence of criminal activity to justify this response. A false alarm may be caused by factors such as human error or equipment malfunction.False alarms is but one aspect of the larger set of problems related to alarms and misuse of police resources. Police Department is requested to respond to false alarms. So in another country alarm legislation was adopted in an effort to reduce this tremendous waste of resources. When properly used, alarm systems are an effective tool for crime prevention. The excessively high false alarm rate reduces overall effectiveness and places a greater burden on public safety. Purchasers of an alarm system are told to expect a police response to an alarm activation, even though they bought the system from a private alarm company with no link to a police department. Currently, several police forces bill alarm companies and customers for excessive false alarm calls.False alarms cost taxpayers over a million dollars each year and take police officers away from other crime prevention efforts. That’s why there’s a law that requires all residential and commercial alarm systems to be registered with the county and levies fines for repeat false alarms. Impact of False Alarms is ①Penalties or fines due to false dispatches ② Increased police department costs ③Increased alarm company costs for extra labor, parts etc. expended due to false dispatches ④Loss of credibility with neighbors, etc. This study examined current police responses and presents alternative strategies to address the false alarm dilemma.
