정책분석의 질적 접근방법으로서 Meltsner의 정치분석모형에 관한 연구: 천성산 터널 갈등사례를 중심으로 = Meltsner`s political analysis model as a case study method for problem structuring: focused on the conflict case of Mountain Cheonseong Tunnel

국문 초록 (Abstract)

본 논문의 문제의식은 기존의 계량적, 경제적인 정책분석 접근은 최선의 정책대안 선택을 목적으로 하는 문제해결(problem solving)에 필요한 지식과 기법을 개발하는 데는 유익하지만, 해결할 문제를 파악하고 목표를 설정하는 문제구조화(problem structuring) 과정을 분석하기에 적합하지 않다는 것이다. 정책문제 분석은 관련된 행위자들의 가치와 선호 및 이해관계를 파악하고 조정하여 우선순위를 설정하는 정치적 특성이 강하다. 따라서 질적인 분석방법이 필요한데 이에 적합한 것이 사례분석 방법이라고 할 수 있다. 본 논문에서 소개한 Meltsner의 정치분석모형은 정책사례의 정치성(政治性) 분석에 사용될 수 있는 일반화된 분석 틀을 제공하여 정책사례연구의 방법을 체계화하는 데 기여하고 있다. 본 논문은 문제구조화 및 정치분석모형의 세부내용과 관련된 이론적 논의를 하고, 동 모형을 참여정부에서 전개된 대표적인 지역정책 갈등사례라고 할 수 있는 천성산 터널공사에 적용하여 실증정책사례를 발굴하였다. 끝으로 동 모형이 갖는 사례연구자의 정치적인 분석능력 훈련수단으로서의 유용성을 논의하고 사례연구방법 관점에서 필요한 모형의 보완방향을 서술하였다.

This article aimsto review Meltsner`s model for analyzingpolitical aspects in policy process. After introducing key features of the model (Political Analysis Model/PAM), it appliesPAM to the conflict case of constructing the Mountain Cheonseong Tunnel. Two ideas are central to this paper. Firstly, the problem-solving oriented approaches of policy analysis like B/C analysis, CVM and so on, are not suitable to analyzethe process of problem structuring which is to define problem identification and policy goal setting. Secondly, using a case study as a qualitative approach to political decision-making is quite useful in examining the structuring process. PAM provides a conceptual basis to develop a standardized method of conducting a case study because it offers a frame of reference with five check points. They include actors, motivation, beliefs, resources and sites. Finally, this paper discusses theeducational utility of PAM in training students` analytic ability for political affairs and future directions for theoretical development.
