지방공무원의 직무만족과 삶의 만족간의 인과관계에 관한 연구 = The Causal Relationship between Job Satisfaction and the Life Satisfaction of Local Government Employees

Recently, local governments have been struggling to adapt to a rapidly changing environment and to maintain efficient governments. Job satisfaction and life satisfaction remain important issues for public managers in local governments, as they try to motivate public employees' job satisfaction through life satisfaction for improving public services and for providing residents with better quality of services. This study looks at employees' job satisfaction and life satisfaction among the employees of the City of Andong. 150 city employees were surveyed on five aspects of job satisfaction: satisfaction with their supervisors, satisfaction with agency relationships, satisfaction with job training, satisfaction with job content, and overall job satisfaction, and also on five aspects of life satisfaction: physiological satisfaction, psychological satisfaction, social relationships satisfaction, environment satisfaction, and overall quality of life. The results show that job satisfaction has a direct positive effect on life satisfaction as we anticipate in the hypothesis. This supports the spillover model of the theory of a relationship between job satisfaction and life satisfaction. But job satisfaction does not have demographic characteristics while life satisfaction has partial ones. Therefore, it can be estimated that both job satisfaction and demographic characteristics have an important role in predicting the life satisfaction of local government employees.

국문 초록 (Abstract)

최근 지방정부들은 급변하는 환경에 적응하고 지방정부를 효율적으로 만들기 위하여 고심하고 있다. 이같은 상황에서 공무원의 직무만족과 삶의 만족은 지방정부에서 중요한 이슈이며, 공공서비스를 개선하고 주민에게 양질의 서비스를 제공하기 위하여 직무만족을 통하여 지방공무원들에게 삶의 동기를 부여할 필요가 있다. 본 연구는 안동시 공무원 280명을 대상으로 5가지 직무만족요인인 전반적 직무만족, 상관에 대한 만족, 직무내용에 대한 만족, 다른 부서와의 관계에 대한 만족, 직무훈련에 대한 만족 그리고 5가지 삶의 만족요인인 전반적 삶의 만족, 신체적 만족, 심리적 만족, 사회적 만족, 생활환경 만족에 관하여 분석을 실시하였다. 분석결과에 의하면, 우리가 가설에서 기대했던 바와 같이 지방공무원의 직무만족은 삶의 만족에 양(+)의 직접효과가 있는 것으로 나타났다. 이는 직무만족과 삶의 만족간의 관계에 관한 이론적 모형 중 전이모형(spillover model)을 경험적으로 확인하고 있음을 알 수 있다. 그러나 직무만족은 인구통계적인 특성을 가지지 않는 반면에 삶의 만족은 어느 정도 인구통계적인 특성을 가지는 것으로 나타났다. 비록 인구통계적 변수들이 직무만족에 직접적인 효과를 가지지는 못하지만, 인구통계적 변수들과 직무만족 변수들은 삶의 만족을 직접적으로 예측하는데 중요한 역할을 할 것이다.
