        The purpose of this study is to investigate the impacts of strategic leadership, R&D investment, and human resource management (HRM) practices on the innovation performance in small and medium-sized firms. The data for the empirical analysis were collected from 90 firms in Busan Metropolitan City.<BR>  The results showed that CEO"s strategic leadership led greater R&D investment in terms of R&D spending and personnel (R&D expenditure divided by sales and the ratio of R&D personnel to total employees, respectively). Second, CEO"s strategic leadership had a significant and positive impact on the innovation-oriented HRM practices. Third, CEO"s strategic leadership, R&D investment, and innovation-oriented HRM practices did not have a significant influence on the technological innovation output, while firm size, external collaborative linkages, industry, and stage of the industrial life cycle had a significant impact on it. These results imply that organizational and contextual factors are more important determinants of innovation performance rather than CEO"s strategic intent and involvement, and therefore, it is necessary to build the innovation support system based on science and technology policy or industrial policy in order to facilitate the innovation activities and thereby strengthen the competitiveness of small and medium-sized firms.

        The purpose of this study is to investigate the impacts of strategic leadership, R&D investment, and human resource management (HRM) practices on the innovation performance in small and medium-sized firms.
