This Study revisits Lasswell paradigm form the perspective of new institutionalism, assuming that policy studies do not successfully explain the causes of social problems because of its methodological bias towards naturalism which makes policy science deviate from the Lasswell Paradigm.
According to Lasswell, Policy Science Paradigm can be summarized by contexuality, problem-orientation, and multi-method. In the current network society, where nobody monopolizes power, knowledge, and information required to resolve social problems, policy studies should return to Lasswell Paradigm in order to provide proper explanations of and prescriptions to social problems. Especially, policy studies, which dominated by naturalistic methodology, cannot help us understand interactions among various actors in network society. New institutionalism and its analytic tool, AID framework, could be a useful way to integrate various methodological as well as epistemological approaches.
