사립유치원의 운영현황과 공공성 증진방안 연구

국문 초록 (Abstract)

이 연구는 유치원의 공교육화를 위한 사립유치원 재정지원의 전제로서 사립유치원 운영의 공공성을 증진하기 위한 방안을 모색하고자 하였다. 그 방안은 크게 두 가지 방향에서 접근하였다. 하나는 사립유치원의 법인화 유도를 통한 공공성 증진 방안이며, 다른 하나는 사립유치원의 법인화에 의존하지 않고 운영의 공공성을 증진할 수 있는 방안이다. 현행 사립유치원의 설립형태내에서 운영의 공공성을 증진하는 방안으로는 다음과 같은 여섯가지 방안으로 유치원운영위원회의 설치, 유치원평가제도 도입, 유치원회계의 설치, 유아교육정보자료실의 도입 운영, 교육행정정보시스템(NEIS)에의 참여 등을 제안하였다.

다국어 초록 (Multilingual Abstract)

Financial support to the private kindergarten is essential to its transition into the public education because the state's material support is prerequisite for promoting the public aspect of early childhood education. This study suggested two types of plans for the promotion of the public nature in the operating of the private kindergarten. The one is the way of promoting it by public management and the other is to lead them to make a transition into (legal) corporations.
For the former, we suggested an idea of establishing the kindergarten management committee, introducing the evaluation system of them, setting up the account system of kindergartens, running the library of childhood education information and participating National Education Information System. For the latter, we proposed a plan of enforcing of new kindergarten into a corporation, establishing the center for the support of kindergarten corporation-conversion, enlarging the financial support of corporation kindergarten and requiring kindergartens to be corporations.
Recently establishments for childhood education are oversupplied all over the country and the competition among them is increasing more and more. Kindergartens need to be clear in terms of its accounting and get users' trust by the above actions. And it will help them with operating kindergarten stably and raising educational quality.
