정당별 대학등록금 대책에 대한 분석

다국어 초록 (Multilingual Abstract)

  The purposes of the study are to review the countermeasures of university tuition issues that were suggested by the political parties with the 2006 local elections as a momentum, to analyze the countermeasures by the references of policy analysis, and to propose the directions to improve the countermeasures of university tuition issues.<BR>  The study established the references of policy analysis that are composed of the validity of policy aims, the possibility of policy means, and the adequacy of tuition regulations. The policy aim of the countermeasure of Uri Party(UP) was not sound, yet the ones of Hannara Party(HP) and Democratic Labor Party(DLP) were a little valid.<BR>  The UP"s issue plan of national bonds was next to impossible to realize, the HP"s curtailment plan of the current expenditure had a little possibility, and the DLP"s expansion plan of the government budget had not any concreteness. The three parties" regulation measures of university tuition were not adequate.<BR>  The improvement directions of the countermeasures of university tuition issues are as follows. First, the responsibility of university tuition should be shared with students, university, and government. Second, it is necessary to remove the tuition differences between public universities and private universities. Third, the grant for higher education finance should be introduced. Fourth, the education tax should be converted to the higher education tax. Last, it is necessary to levy the alloted charges of the use of university graduate manpower.
