대학입학정책 변화요인의 역사적 신제도주의적 분석

국문 초록 (Abstract)

본 연구의 목적은 지속성을 갖지 못하고 변화를 거듭하는 대학입학정책의 제도적 기제를 분석하는데 있다. 즉, 대입정책을 둘러싼 구조, 제도, 행위자 세 수준 간의 상호작용에 의한 제도변화가 대입정책의 변화에 미치는 영향관계를 밝히고자 한다. 이러한 목적을 달성하기 위하여 본 연구에서는 역사적 신제도주의의 제도변화 논리를 적용하여 대입정책의 변화요인을 분석하였다.
분석결과 제도적 맥락 속에서 변화되는 대입정책의 모습을 발견하였다. 대입정책은 교육정책의 독자성이나 자율성보다는 구조의 충격이나 위기의 격동에 따라 좌우되고, 대입정책을 둘러싼 제도와 행위자들의 상호작용과 전략에 의해 변화되어 왔다. 따라서 대입정책의 변화를 정확하게 파악하고 그에 따른 실효성있는 정책을 산출하기 위해서는 구조-제도-행위자 수준의 변수와 상호관계에 주목하고 종합적인 시각에서 접근해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the institutional mechanism of our inconsistant College Entrance Policy. This study examines the influence of institutional change caused by the interaction of structure, institution, performer on the changes of College Entrance Policy. To attain the object this study applied the logic of historical new institutionalism to analyze the change factors of College Entrance Policy.
The results are as follows. The reasons of policy change can be understood within institutional context. College Entrance Policy is influenced by the impact of structure or the turbulence of crisis rather than the educational policy itself. In addition, the policy is changed by the strategy and interaction between institution and performers. Therefore, to understand the College Entrance Policy change and to bring forth an effective policy one should focus on the structure-institution-performer factor and its interaction with a synthetic view.
