미국 로스앤젤레스의 지역공동체 참여: 사회경제적 특성과 사회적 자본과의 관계를 중심으로 = Neighborhood Participation in Los Angles: A study of its Relationship with Social Characteristics and Capital

This article attempts to examine what social characteristics and capitals lead to the success of community participation in Los Angeles by introducing the current theories and practices of neighborhood participation and analyzing Los Angeles Family and Neighborhood Survey (LAFANS) datasets of RAND Corporation. Intriguing discussions throughout the tension between liberal political theory and social capital theory encompass the importance of social characteristics and social capital in neighborhood participation. A careful review of empirical studies of neighborhood participation reveals several influential variables: education, language, age, personal acquaintance, network and norms. Theoretically, the multiple characteristics of socio-economic characteristics and social capital are important. The major practical implications of this study are that the resources for the effective neighborhood participation must be increased by designing the participatory infrastructure and addressing the social disparity among various ethnic communities. Also, the Los Angeles city government must help community organizations to construct the social networks within the local community.

국문 초록 (Abstract)

본 연구는 다양한 이민자 공동체로 구성된 미국 로스앤젤레스 지역의 지역공동체 참여의 맥락과 내용을 현실적, 이론적, 실증적 분석을 통하여 검토하였다. 현실적 분석에서는 근린참여제도의 배경과 문제점을, 그리고 이론적 배경에서는 사회경제적 특성과 사회적 자본의 지역공동체 참여와의 연관성을 고찰하였다. 본 연구의 가장 핵심적인 부분인 실증적 분석에서 공동체 일반에 대한 참여와 지역공동체의 공식적·비공식적 참여에 대하여 통계적으로 유의미한 영향을 주는 변수들을 밝혀내었다. 본 연구의 함의는 이론적, 정책적인 측면으로 구분하여 제시되었다. 이론적인 측면에서 사회적 특성과 사회적 자본은 모두 참여에 중요한 변수이나, 참여의 유형에 따라서 중요한 개별 변수의 유형은 구별된다는 사실에 유의할 것을 제안하였다. 정책적인 측면에서는 참여과정에서 참여의 비용을 최대한 줄일 수 있는 법제적 제도를 마련하고 시민들의 참여를 위한 기술을 향상시키기 위하여 시민들을 대상으로 한 참여교육의 필요성을 지적하였다. 그리고 미국 대도시의 고질적인 문제점으로 지적되어온 지역공동체 간의 사회적 격차를 줄이고 미국 사회에서 전통적으로 중요한 역할을 수행했던 지역공동체 비영리조직의 활발한 네트워크를 장려하는 것이 중요하다는 의미도 발견되었다.
