다문화가정시대 문해교육의 대안적 접근 - 영미의 가족문해 사례를 중심으로 = An Alternative Approach to the Literacy Education for the Multi-Cultural Families

국문 초록 (Abstract)

  최근 우리문화와 외국문화가 혼재하는 소위 다문화가정, 즉 국제결혼가정이 늘어나고 있다. 다문화 가정과 그 자녀들의 급증은 단일민족을 전제로 접근해온 우리교육체제에 심각한 도전을 제기하고 있다. 다문화 가정 대부분이 저소득층이며, 우리말과 생활방식에 익숙하지 않은 외국인 어머니로 인해 교육 소외와 빈곤이 대물림될 가능성이 높기 때문이다. 이에 본 논문에서는 우리보다 훨씬 이전부터 다문화 사회를 경험하였고, 이에 대한 교육적 대응으로서 가족문해(family literacy)를 적용하고 있는 영미사례를 분석하고, 시사점을 다음과 같이 제시하였다.<BR>  첫째, 비문해 성인만을 고려하는 접근 방식에서 탈피하여, 비문해 성인과 자녀 모두의 교육과 복지 문제를 통합적으로 접근하는 가족문해개념을 도입할 필요가 있다. 둘째, 가족문해에 대한 연구, 그리고 하위 연구들(성인문해, 유아교육, 부모교육 등)을 면밀히 검토하여 우리 상황에 적합한 가족문해 프로그램을 개발할 필요가 있다. 아울러, 프로그램을 개발할 때 국내로 이주해오는 외국인의 특수성을 적극 반영해야 한다. 마지막으로, 다문화 가정이 지닌 다양성을 사회갈등요인으로서 인식할 것이 아니라, 우리 사회의 사회적, 문화적 자본을 풍성하게 하는 원천으로서 바라보는 교육적, 사회적 운동이 필요하다.

다국어 초록 (Multilingual Abstract)

  Multi-cultural families are remarkably increasing in Korea due to international marriages which are mostly happening in rural areas. Although these families help reduce problems occurring in rural areas due to the shortage of young females, it poses great challenges to the Korean educational system which has focused only on Korean education. Given that most multi-cultural families are impoverished and most foreign women in those families are not familiar with Korean language and culture, the inter-generational cycle of poverty is likely to be strengthened in these families.<BR>  In this context, this study aims to draw implications for the Korea"s lifelong learning policy and research by analyzing the cases of family literacy programs of USA and UK. The results of this study suggest the following implications. First, the concept of family literacy should be integrated into adult literacy program and early childhood education. By integrating literacy and welfare services for multi-cultural low-income families, it is possible to create the synergy effects of these individual programs. Second, in developing Korean family literacy programs, one should consider all related research which includes early childhood education, parenting education and family literacy. He/she should also take the diversity of the immigrants into consideration in designing the programs. Finally, schools, communities, and the government should create a culture which embraces the diverse traits of immigrants, instead of treating them as sources of social conflict.
