국방부문 재정성과관리제도의 정착에 관한 고찰 : 제도적 통합을 중심으로 = A Study on the Financial Performance Management Sector System in Defense Sector

국문 초록 (Abstract)

1980년대부터 시작된 성과 중심의 국가운영이라는 세계적인 조류에 부응하여 우리나라도 성과주의 예산제도, 통합성과관리제도 등을 포함한 다양한 성과관리제도를 정부의 각 부문에 도입하였고, 이에 따라 국방부문도 다양한 성과관리제도를 도입한 바 있다. 특히 정부재정의 15% 이상을 사용하는 국방부문은 예산 규모로 인한 중요성과 국방부문의 최종성과인 국방력이 국가의 존립과 직결되어 있다는 점에서의 중요성을 동시에 내포하고 있다. 더구나 국방부문의 경우 이미 30년 전부터 성과주의 예산제도인 국방기획관리제도를 운영해오고 있어 타 부처에 비하여 독특한 재정성과관리제도의 도입환경에 처해있다. 이 논문에서는 이러한 사실과 국방부문의 재정성과관리제도 구축과정에 참여하여 얻어진 현상에 대한 정보를 바탕으로 국방부문 재정성과관리제도의 성공적인 실행을 위한 제도적 지향에 관하여 논의하였고, 국방기획관리제도와 재정성과관리제도의 일원화 등과 같은 재정성과관리제도의 성공적인 정착방안 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

Since 1980s, almost of all countries in the world including Korea have been tried to change their government systems to a result-oriented one. Especially, from late 1990s, Korean government started to introduce a variety of performance systems to her departments based on this wave. Korean defense sector including Ministry of Defense had to use these new systems even though she already has been used a performance management system called PPBEES which was introduced based on the PPBS of the U.S. DOD last 30 years. This article tried to suggest some idea to help the new financial performance management system's soft landing to the old ground of the defense sector. These idea include merger of these two as one system by adjusting the old system - PPBEES based on case study of the new system.
