노인돌보미 바우처서비스 효과성과 영향 요인|RISS 상세보기

국문 초록 (Abstract)

본 연구는 세 가지 목적을 가지고 있다. 첫 번째 목적은 노인돌보미바우처서비스의 현황에 대해 살펴보는 것이고, 두 번째 목적은 이 서비스가 가족생활 차원에서 갖는 효과성을 실증적으로 검증하는 것이며, 세 번째 목적은 그러한 효과성에 영향을 미치는 요인을 서비스 관련 특성을 중심으로 확인하는 것이다. 이를 위해 사회서비스 관리센터가 2007년 전국의 노인돌보미바우처서비스 이용자 및 가족원 조사를 통해 수집한 자료가 활용되었다. 주요 연구결과를 정리하면 다음과 같다. 첫째, 서비스 이용현황을 분석한 결과, 서비스 이용자들은 ‘신체수발’, ‘식사 및 가사지원’, ‘심리사회 및 이동지원’, ‘보조적 의료지원’ 영역의 다양한 서비스들을 이용하고 있었으나 그 중에서도 특히 ‘식사 및 가사지원’영역의 서비스 이용률이 높은 것으로 확인되었다. 둘째, 서비스 이용노인의 동거 가족원들은 노인돌보미 바우처서비스를 이용한 이후 가족원들의 심리적 불안이 감소하고, 정신건강이 향상되었으며, 신체적 피곤함이 감소되는 등 긍정적인 변화를 경험하고 있다고 보고하였다. 셋째, 노인돌보미 바우처서비스를 이용함으로써 가족원들의 생활이 긍정적으로 변화함에 있어서 어떠한 요인이 영향을 미치는지 확인하기 위하여 위계적 다중회귀분석을 시도한 결과, 서비스 이용자와 가족원의 인구사회학적 특성을 통제한 상태에서 4가지 서비스 영역(신체수발, 식사 및 가사지원, 보조적 의료지원, 심리사회 및 이동지원)과 서비스 제공자의 윤리적 실천정도가 유의미한 영향을 미치는 것으로 확인되었다. 노인의 일상생활을 지원하는 재가돌봄서비스가 향후 확대될 것을 감안할 때, 바람직한 노인돌봄서비스 정책설계를 위해 서비스 이용 가족원의 복지에 대한 영향요인을 분석하는 후속연구들이 이루어질 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study has three objectives. The first objective is to examine specific services available and utilization rates of them provided under in-home services for the elderly in Korea(IHSE). The second is to investigate the effectiveness of IHSE, focusing on the desirable changes in family life. Thirdly, this study aims to identify service characteristics that are related to such an effectiveness. The data used in this study were drawn from the dataset of Center for Social Services Management which were collected in 2007 from service users and their family members. The study results can be summarized as follows. First, service users and their families utilized various services categorized into four domains: personal care aid; meal preparation and house keeping; psycho-social services; and escorting, and supplementary home health care. Especially, services in the domain of meal preparation and house keeping were in general very popular. Second, the family members reported that the service brought themselves a number of desirable changes including increased individual time, reduced feelings of fatigue, and improved mental health. Finally, hierarchical linear regression results show that the four service domains and ethical practice by service providers are significantly related to the effectiveness which was measured as the desirable changes in family life controlling for socio-demographic characteristics of service users and their family members.
