      This study suggests problems of free reversion of public facilities established by developer, as follow. The best problem is excessive grant of discretion rights with free reversion and defectiveness of related regulations. And lack of local government"s financial affairs with public facilities is another problems.
      This study suggests improvement schemes of free reversion of public facilities established by developer and ensure of free reversion of public facilities established by developer"s efficiency and transparency, as follows.
      First, This study suggests with free reversion, reduction of discretion rights and legislation when a local government"s requirement is not reasonable, it is invalid
      Second, for solving of currently problems this study suggests a institutionalization, "evaluation system of public connection" that confirm reasonable range of public facilities and adjustment of incentives(a rate of capacity etc), long-termly.
      Third, for clearness"s identification of the prime cost with free reversion of public facilities established by developer, this study suggests that improvement of related regulations.
      Fourth, for solving currently serious problems that free reversion of school facilities established by developer, this study suggests clearness that a federal and local government have to establish school facilities.
      Fifth, for ensure efficiency of financial affairs with public facilities in local government, suggests development impact fee allocate 30% in federal government and 70% in local government.
      Finally, thia study suggests a institutionalization that decision of a scope of free conveyance must calculate developer"s profit and loss.
