양성평등교육정책: 주변에서 주류로? = Gender Equality Education Policy: From Margin to Mainstream?

This study starts from a following question: Is gender mainstreaming policy linked with gender equality education policy? The process which we answer this question is three steps. First, In order to explain the context of influence on the introduction of gender mainstreaming policy, the relationships between globalization, international organizations, and women's movements and the state are described. Second, the relationships between gender policy and education policy are analyzed under review changes of gender education policies from the late 1980s. Here we see the gap between two policies. Third, we explain that gender mainstreaming discourse has not closely been connected with gender equality education policy, because men still have main status in education policy decision and research, and only women are still the object of gender equality education policy. In research process about the connected policies, we see that we must keep in mind of the fact that policy changes and the influence of the ruling discourse.

국문 초록 (Abstract)

이 연구는 여성정책의 성주류화 개념이 양성평등교육정책으로 연계되고 있는가에 대한 의문에서 시작되었다. 이 의문에 대한 실마리를 찾는 과정은 세 단계로 구성되었다. 첫째, 성주류화 개념이 도입된 배경을 세계화, 국제적 기구, 그리고 여성운동과 국가와의 관계에서 논의하였다. 둘째, 여성교육정책 변천과정에서, 여성정책과 교육정책 간의 괴리가 있음을 밝혔다. 마지막으로, 이러한 두 정책 간의 괴리는 여성정책의 지배담론인 성주류화 개념이 교육정책과정에 원활하게 연계되지 않는 것에서 설명될 수 있음을 밝혔다. 교육정책과정에서, 정책결정과 정책연구는 여전히 남성이 주도적 세력을 형성하고 있으며, 양성평등교육정책의 대상은 여전히 여성에 국한되어 있기 때문이다. 이러한 연구과정에서 우리는 정책의 변화하는 속성과 지배담론이 우리에게 미치는 영향력을 염두에 둘 필요가 있음을 알게 된다.
