사회서비스 확대정책과 지역사회 사회복지서비스 공급체계

국문 초록 (Abstract)

본고는 최근 정부가 집중했던 사회서비스 확대정책의 배경과 바우처방식을 주요 전략으로 한 사회서비스정책의 의미를 점검하고, 이러한 정책이 사회서비스 공급지형에 어떠한 변화를 초래할 것인지 제시하고자 하였다. 주요 검토사항은 다음과 같다. 첫째, 복지 혼합(welfare mix)의 구조 변화가 예상되는데, 민간참여 활성화로 집약되는 사회서비스 공급체계의 다변화는 서비스 공급의 시장화에 대한 고민을 필연적으로 동반하지만 비영리민간을 중심으로 구축되어 온 기존 공급체계를 성숙시킬 혁신방안, 지역사회에 기반한 소규모 서비스공급자들에 대한 고려가 병행되어야 한다. 둘째, 바우처방식은 유효수요를 창출하고 이용자의 선택권이 확대되도록 한다는 이점이 있으나, 공급여건이 형성되지 않은 우리는 공급기관간 경쟁을 통한 서비스 품질 향상과 이용자 선호의 반영이라는 바우처 방식의 이점을 살리기 어려운 현실이다. 셋째, 지역사회서비스혁신사업은 새로운 재정지원방식으로 중앙-지방관계 재정립의 계기가 될 수 있으나, 바우처방식을 전면 적용하는 것은 유익하지 않을 것으로 보인다. 넷째, 안정적인 일자리 확충이 담보되지 않는 ‘사회적 일자리” 방식의 정책은 재고될 필요가 있다. 다섯째, 수요자지원방식의 도입과정에서 중요한 과제는 적절한 수요자 지원금액, 서비스가격의 산정이다. 이는 서비스 공급인력에 대한 적절한 고용여건조성 뿐만 아니라, 서비스 품질을 보장하도록 하는 기본 전제가 될 수 있다.

다국어 초록 (Multilingual Abstract)

The Purpose of this study is analysing recent policies for social services in Korea. The social care voucher services are main strategy for enlargement of social services provision. Considering social services provision systems in Korea, there are some questions about the feasiblity of new social services policies. Firstly, momentous policy issues on restructuring social service system are about welfare mix. Restructuring social service provision system will be activated and the marketizaion issues are getting more important. Secondly, voucher care services are helping forward new social services users, but there are little user's choices and the improvement of services quality because of a shortage of social services agencies can't comepete each others. Thirdly, the "Community Social Service Initiative" program will change of funding stream between the central and the local government. Fourthly, the decent job in social services is rising issues of not social welfare policy but the employment policy. The important task of social service workforce issues is estimate values of social service cost.
