국문 초록 (Abstract)

본 연구는 문화관광부에서 2002년부터 진행하고 있는 문화원형디지털콘텐츠화 사업의 총가치를 조건부가치측정법을 통하여 측정하였다. 또한 본 연구는 소득이 낮은 계층에서 자신의 지불능력보다 과도하게 지불을 약속하는 과잉서약(overpledge)의 전략적 행동이 이론적으로 예측되는 점을 지적하고 이를 실증적으로 증명하였다. 최우추정법을 통한 추정에서 주부, 학생, 무직자 등 소득세 면제대상자들의 더미변수는 정(+)의 계수 값을 보이며, 10%이내의 수준에서 통계적으로 유의한 것으로 나타났다. 따라서 본 연구에서는 소득세 부담능력이 있는 계층을 모집단으로 하여 이에 상응하는 샘플을 설정하고 최우추정법을 통하여 1인당 월 969원의 WTP를 추정하였다. 또한 이를 통하여 문화원형사업의 연간 총가치 2.431억원을 계산하였다.

This study measures the willingness to pay for the cultural resource digital contents development program financed and monitored by Ministry of Culture, Sports and Tourism. This study also notices the theoretically predicted strategic behavior of ovelpledge of low-income classes of house wives, students, no-jobs who have no rooms for their tax-payment, and empirically proves this prediction. In maximum likelihood estimation the coefficient of this class shows positive values with significance level below 10%. According to this result, this study redefines tax-payable class as a population and, using proper probability sample, calculate per capita WTP of 969Won per month, and, as a result, can calculate the total value of 224.1billion Won per year of the cultural resource digital content development program.
