국회사무처 핵심역량의 실태 및 역량강화방안

다국어 초록 (Multilingual Abstract)

Most studies on legislature usually treated the National Assembly as a unit of analysis, being likely to investigate the activities of the members of the National Assembly. They seemed to be indifferent to the National Assembly Secretariat. In this study we tried to reveal some core competencies of the National Assembly Secretariat employing quantitative analysis methods. Defining roles and functions of the National Assembly Secretariat in more decent way was followed by a survey study directing to obtain useful lessons for evaluating its core competencies in view of effectiveness. The main purpose of the study was to provide some lessons to the National Assembly Secretariat for which it can assist legislature activities based on the maximizing customer satisfaction principle. There were 2 dimensions(i.e., importance levels. efficiency) or key factors deciding the level of the core competencies, suggesting several non-trivial missions of the National Assembly Secretariat in Korea.
