The purpose of this study was to examine the degree of successful implementation of customer-oriented mindness of public servants. By analyzing the difference in awareness of the customer-oriented policy between the public servants and the residents, this research intended to measure the true successfulness of customer-oriented management recognized by the residents towards public services. The factors employed to analyze were responsiveness, satisfaction, openness, convenience, appraisement, amendment, accuracy, and trust. In all categories investigated, large discrepancies were found between the provider and the receiver. That is, while the public servants thought their services were customer-oriented, the residents hardly recognized the customer-oriented attitude of the public servants. Though this study, it is indicated that the public servants' consciousness toward the general public is the key to improve the satisfaction of customer oriented public services. More efforts to materialize the customer-oriented policies are suggested.
