What follows is a summary of this research's purpose and methodology. First of all, the study will focus on causal factors in the development of cooperative relations among local governments. In addition, it will explore how such cooperative relations are facilitated through public service activities. Field surveys and data collection for the study were collected using a random sampling method that was employed at the levels of provincial, municipal, and borough governments. The results of this study highlight the factors affecting cooperative relations, which are based on pre-condition and applicative norms. According to this positive examination, the two patterns of independent variables explain the factors affecting cooperative relations among local governments. This study shows that cooperative relations among local governments indicate the pre-condition and applicative norm serve as important factors in relational interaction.
