    근대국가의 성격에 대한 기존의 논쟁들은 어떤 뚜렷한 합의점을 도출했다기보다 상호배타적 패러다임을 구축해왔다. 맑스주의 진영은 주로 상부구조로서의 국가가 가지는 비자율성과 경제적 토대로의 환원성을 강조한 반면, 베버주의 진영은 국가중심적 관점에서 자율적 행위자로서의 국가를 주장해왔다. 본고는 맑스와 베버로 다시 돌아가 그들의 국가관을 재검토함으로써 그간 학계에 뿌리 깊은 ’맑스 대 베버’란 대립구도를 다소나마 극복하고 이론적 통합의 가능성을 탐색한다. 그들은 인간사회를 지양한 초월적 존재로서의 국가관을 단호히 거부했다는 점에서 공통적으로 국가의 명목적 기반을 주장했으며 반(反)헤겔적이다. 그들은 동시에 국가가 근대 관료기구를 통해 구체적인 행위를 수행하는 실재라는 점도 지적했다. 더불어 그들의 고전적 논의는 젠더화 - 인종화된 국가, 부르디외의 상징자본론, 푸코의 통치성 이론 등을 통해 보다 현대적인 시각으로 재해석될 수 있다.
    결론적으로 근대국가는 신화적 허구와 구체적 실재라는 두 얼굴을 가진다. 상상의 정치공동체인 국가는 공민이란 관념적 허구를 만들어내며, 이는 비인격적인 국가 관료기구가 수행하는 여러 행위들을 통해 구체적으로 체현된다. 이런 물화과정이 수행되는 이면에는 법치주의나 민족주의와 같은 국가이념이 결정적으로 작용하며, 이는 국가기구가 독점하는 물리적 - 상징적 폭력을 통해 사람들의 일상생활로 깊이 침투한다. 국가는 또한 국가이념을 충실히 따르고 신봉하는 도덕적 공민을 만들어냄으로써 사람들의 사고구조와 실제행위를 실질적으로 규율하고 다스려나간다. 근대국가가 가진 이런 양면성은 민족주의와 같은 사회현상에서도 유사하게 나타난다.

    Is the modern nation-state real or imagined? To answer this conundrum, we might categorize these arguments into two competing schools of thought: the society-centered approach in Marxism and the state-centered theory in Weberian.
    Marx’s original works emphasize the fictional aspect of the state in that it is an illusory representation of capitalist society and an ideological project. For him, the state is not a supercedence of civil society but another abstraction from civil society. In the state, the underlying premise of the human-being is moral. So the abstract citizen becomes reified through an illusory embodiment of the moral citizen. Furthermore, proletariat as an antithesis of moral bourgeois become alienated from the state just as female and symbolized ‘Black’ become estranged from it. By contrast, Weber’s definition of the state emphasizes the coercive aspect of the State. The Weberian tradition exemplifies that the state is a real agency that has an autonomous power over other domains. Besides using ‘physical coercion,’ the state also wields its power in the domains of ideology, culture, or what Bourdieu called “symbolic violence.”
    Rethinking Marx and Weber, I believe they clearly observed the rise of the impersonal bureaucratic field in the state. They were critical to the dehumanized bureaucratic institutions and citizen as the subjects of the state. Marx was keenly aware of this abstraction process when he criticized the imaginary aspects of the state. For Weber, he put emphasis on durable nature of a rationalized bureaucratic system and became quite pessimistic on the shatterability of bureaucracy. Thus, we need to incorporate them into a single ‘real’ process: the reproduction of reified categories through impersonal bureaucratization. As Foucault put it, the state is merely a composite reality and a mythicized abstraction.
