언론 자유와 공정성

다국어 초록 (Multilingual Abstract)

This paper is to review the fairness of the media from the perspective of political theory, in which we propose a operational principle of the fairness. When it comes to the fairness discussed in the conceptual realm of objectivity, neutrality and balance, the fairness concept paradoxically confront and conflict with liberty of the press. We attempted to avoid the conceptual conflict between liberty of the press and fairness with the help of important concepts in deliberative democracy theories, which made it possible to re-illuminate the fairness. In sum, we define the fairness of media as 'that of articulating the scope of freedom of expression tolerable in democratic society, and that of conceding to normative values agreed by autonomous citizens for cultivating democracy.' Moreover, we discussed an applicability of the fairness principles to practical realities, such as the controversially biased and unfair media reports of the presidential impeachment in 2004.
