국문 초록 (Abstract)

본 연구는 네트워크시대에는 사이버보안(cyber security)이 매우 중요한 정책영역이라는 전제하에서 출발하였다. 특히 사이버보안에 대해서는 많은 연구가 있었지만 정책적 차원에서의 연구는 미흡하다는 판단에서 진행되었다. 구체적으로 본 글에서는 네트워크시대 사이버보안의 개념, 특성, 접근방법 및 영향요인등이 제시되었고, 미국과 일본의 사이버보안정책도 벤치마킹하였다. 논문말미에는 우리나라 사이버보안을 담보하기 위한 정책대안을 제시하였다. 우리가 직면하고 있는 사이버보안체계의 문제점을 인지하고 이를 극복하기 위한 전략수립과 사이버보안체계를 구축해야 하며, 동시에 구축된 체계의 구조와 과정 전반에 걸쳐 지속적인 모니터링과 혁신이 일어나야 한다는 점을 강조하였다.

다국어 초록 (Multilingual Abstract)

This research is to explore theoretical logic of cyber security in the networking age and suggest policy alternatives for cyber security in Korea. Much study was proceeded relating to this theme but until now, very little paper was touched on that subject with public policy perspectives. In this study, to draw a more relevant policy alternatives I benchmarked the case of USA and Japan's cyber security initiatives. At the end of paper I suggest policy implications based upon research results. Author emphasized the establishment of grand cyber security system at national level.
