    The purpose of this study is to analyze the political party effect on local government policy. To examine the relationship between political party effect and local councils’ activities, local councils are classified into four types. Collected empirical data were analyzed with the structural equation model and the following conclusion was derived.
    Local party effect has strong relationship with regional characteristics and professionalism of councilors. It was discovered that as inter-party competition increased, welfare expenditures decreased. And regional characteristics have effects on deliberation of local ordinance and administrative auditing and councilor characteristics have an effect on administrative auditing.
    The significance of this study is that, by analyzing the concepts that were mixed in existent studies, it clarified the conceptual points of ‘political party effect’, and tried to develope a typology. Second, it accomplished an empirical research when the political party is under discussion. Third, this study shows some direct and indirect paths to local councils’activities.
