도시형 인위재난의 위기관리학습에 관한 연구 = A Study on Emergency Management Learning of the Urban Model of ManMade Disaster - Focus on the Case of the gas explosion and fire accident on Dae gu subway

다국어 초록 (Multilingual Abstract)

This study aims to analyze emergency management learning in the urban model of man made disaster. In this article, the study is continued on the two urban model of man made disaster. the gas explosion accident of Dae-gu subway in 1995 and the fire accident of Dae-gu subway in 2003.
The results of study can be summarized as follows. First, emergency management' organization had not learned from past hazard. namely management aspects such as non-systematic's management operation, implementation gap of emergency management and peace-at-any-price principle of the official were founded. Second, we discovered the three behaviors during response step; communication failure, technology's incongruity, failure of organizing etc. Third, we observed various organization's reactions. there contained 'concealment' and imputation, symbolic action in these behaviors. forth, these result even led to the failure on risk management policy as well as the distrust of hazard organization.
In this context, emergency management's actors should learn and take into account the social, technical, legal, environmental factors that related to the various emergency management.
