    Agreement on strategic flexibility of the USFK caused a lot of controversy both in Korea and the US. From a military perspective, 'flexibility' is an essential ingredient for any successful military operations. Flexibility is both a state of mind and a characteristic of effective military units: it represents the fundamental ability to avoid dogmatic rigidity and to bend as each situation demands. As such, it is one of the general principles of war that is applicable across a very broad horizontal and vertical spectrum of activity. Strategic flexibility became more essential for US military planners particularly after the September II terrorist attacks because a more flexible and capable military posture is necessary to effectively cope with new types of threats, including terrorism and the spread of weapons of mass destruction. US defense agencies seek active military transformation to fight better against such threats. Strategic flexibility of the USFK has a significant impact on ROK-US alliance and the readjustment process of the USFK as well. The agreement on strategic flexibility represents one of major achievements in the alliance issues between Korea and the US. Critiques against strategic flexibility of the USFK, in most cases, overexaggerated negative effects. From a positive side, strategic flexibility of the USFK means that US commitments for the defense of Korea can be more flexible, effective, and stronger that before. Both Korea and the US face a future task of figuring out detailed principles and the relevant procedures for in-flow and out-flow of the USFK when contingency arises.
