ODNI 창설을 통해 본 미국 정보계 개혁의 성격과 전망

American intelligence community has continued to reform itself through the Cold War and post-Cold War periods. After 9/l1, American intelligence community has experienced a fundamental redirection of the reform process. Throughout this reforming process, an unsolved problem of the intelligence community has been to control effectively and coherently the whole intelligence community. This article analyzes the issues and characteristics of American intelligence community’s reform efforts. Then, this article discusses the characteristics and prospects of the Office of the Director of National Intelligence and the implications of the creation of the ODNI in understanding the reform efforts.
