사회복지 지방분권 1년의 평가와 대안

국문 초록 (Abstract)

이 논문은 사회복지 지방분권정책을 평가하고 대안을 모색하는데 연구목적을 둔다. 이를 위해 사회복지 재정분권정책의 내용을 분석하고, 재정분권정책이 초래한 문제와 그 원인을 분석하며, 문제를 해결하기 위한 대안에 대하여 논의하고 있다. 국고 보조사업의 지방이양과 분권교부세의 도입을 축으로 하는 복지재정분권정책은 지방정부의 복지예산의 부족과 지방간 복지격차의 확대를 초래하여 지역간 형평성을 저해할 가능성이 크다는 비판에 직면하고 있다. 분권교부세 제도는 복지재정에 대한 중앙정부의 책임을 지방정부에 전가하고, 폭증하는 복지수요에 대응하지 못하고, 복지수준의 지역격차를 확대할 수밖에 없는 내재적인 모순을 지닌 정책으로 분석되었다. 복지재정분권을 통해서 지역복지 발전을 이끌어내기 위해서는 서비스 공급은 지방정부가 결정하되 재정은 중앙과 지방이 분담하는 분권정책이 추진되어야 함을 주장하고 있다. 또 포괄보조금제도의 도입을 중심으로 여러 가지 가능한 정책믹스를 대안으로 제시하고 있다.

다국어 초록 (Multilingual Abstract)

In this article, I review the decentralization policy on personal social services in Korea, discuss its’ negative social effects, and suggest some alternative solutions. In 2004, many of national personal social service programs subsidizing by national categorical grants have been transferred to provincial government, and a new tax revenue allocated to local government-so called ‘general grants for decentralization’-has been invented to finance those transferred programs. But the new tax revenue program has some intrinsic defects in fully subsidizing those transferred programs. So many of provincial officers and researchers criticize that this new tax revenue program will not and can not meet basic needs of people, living in poor provinces.
Finally, I suggest ‘block grants’ as an alternative solution. Block grants has some merits in solving our current problems such as, budget deficiency, shortage in infra structure, etc.
