신제도주의 이론과 행정에의 적응성 : 역사적 제도주의를 중심으로|RISS 상세보기

국문 초록 (Abstract)

최근 행정문제에 관한 신제도주의적 접근이 활성화되고 있지만, 아직까지 접근방법에 대한 명쾌한 이해가 부족한 실정이다. 본 연구는 신제도주의에 대해서 쟁점이 되고 있는 사항들을 재정립해보고, 행정에서의 적응성을 고찰하고자 하였다. 신제도주의는 행정문제와 정책들이 광의적 제도의 산물이라는 기본적인 인식틀을 갖고 있다. 신제도주의적 접근은 정치경제, 비교연구, 역사맥락적 연구의 전통을 계승하고 있다. 신제도주의 접근방법이 직면하는 비판은 제도 개념의 추상성, 소수사례로서 지니는 인과관계의 일반화 어려움, 스토리텔링화 경향, 제도변화 설명에서의 한계, 미시적 행위에 대한 설명의 한계 등으로 요약된다. 그럼에도 불구하고, 정책을 제도와 연계하여 이해하려는 시도는 정책에 대한 거시적․관계적 인식틀을 제공하고, 공공문제의 중장기적 처방을 모색할 수 있도록 하며, 비슷한 국가간의 상이한 정책 차이나 그 국가만이 지니고 있는 정책적 특수성에 대한 성찰성을 높일 수 있다는 점에서 의의를 부여할 수 있다.

Currently, the new institutional analyses on the study of administration affairs are increasing but it is not clear how to understand new institutional analyses. This study discusses the important issues of new institutional analyses and seeks some suggestions
to advance the adaptation to the study of public administration. New institutionalist work with a definition of institutions that includes both formal organizations and informal rules and procedures that structure conduct. Also, they widely accepted the
traditions of political economy, comparative study and historical contextual approach.
New institutional analysis has a few limitations, which the concept of institution is abstract, a few cases make the generalization of causality difficult, most analyses show a marked trend toward storytelling and it is improper to explain institutional change.
The institutional analysis, despite numerous limitations, promote further development of the field of publc administration. New institutionalists have carved out an important theoretical niche at the middle range that explicitly focuses on intermediate variables in order to integrate an understanding of general patterns of political history with an explanation of the contingent nature of political and economic problems. New institutionalism provides an approach to the study of politics and public policy that is sensitive to persistent cross-national differences.
