보살핌의 사회화를 위한 여성주의의 사유

국문 초록 (Abstract)

이 글은 보살핌의 사회화를 위한 정책의 필요성을 밝히고 그것이 어떤 방향에서 이루어져야 하는지를 제시하고자 한다. 이를 위해 보살핌이 중요한 공적 가치임을 사회 정의의 개념과 관련시켜 주장한다. 즉, 보살핌에 대한 책임의 원리를 사회정의의 기본원리로 삼는 정책기조 속에서 보살핌의 사회화 정책이 마련되어야 함을 제안하는 것이다.
본문은 보살핌의 사회화를 둘러싼 여성주의 입장들 간의 쟁점이 되는 지점이 어디인지, 그것들을 어떻게 풀어가야 할지에 대한 이론적 탐색에서부터 시작한다. 논의는 크게 세 부분으로 구성한다. 먼저, 그 동안의 보살핌에 대한 여성주의 연구의 흐름을 일별하고, 보살핌을 노동의 경제학으로 접근했을 때 갖는 한계들에 주목한다. 또한 국가와 여성주의 운동과의 관계, 보살핌의 정책화 방안들에 대한 여성주의 안에서의 논쟁들을 거쳐 여성주의 입장에서 거버넌스 개념에 터한 정책적 접근이 유효함을 주장한다. 또한 보살핌을 가구 내 여성의 성역할로 전제하는 개념 틀로부터 여성주의 보살핌 정책 논의가 벗어날 필요가 있음을 주장한다. 두 번째, 최근의 변화하는 현실 상황 속에서 보살핌이 국내ㆍ외적으로 어떻게 여성 정책의 주요 주제로 구성되고 있는지를 살펴본다. 보살핌의 사회화가 지체될 때 여성의 이중부담은 가중될 수밖에 없다는 점에서 보살핌의 정책은 여성 문제 해결을 위한 여성 정책의 성격을 갖는다고 보고, 보살핌의 사회화를 반대하는 주장들이 근거 없음을 밝힐 것이다. 끝으로 보살핌의 사회화를 통한 인간 안전망의 제도화가 실현되기 위해서는 보살핌에 대한 개념이 재구성되어야 할 필요성을 밝히고, 재구성된 보살핌 개념이 역으로 ‘사회적인 것’에 대한 기존 생각들을 어떻게 근본적으로 바꾸어 놓는지를 보여준다.

다국어 초록 (Multilingual Abstract)

In this paper I state the necessity for a policy of socializing care and discuss in what direction it should be implemented. For this purpose I argue that care is an important social value by relating care to the concept of social justice. In other words, I argue that socialization of care should be planned on the philosophy of a policy rule that takes the principle of the social responsibility for care as the principle of justice.
The main body of the thesis starts with a theoretical search on the various points at issue among feminists around care work and suggest ways to come to an agreement. The argument is comprised of three parts. First, I take a quick look at the trend of feminist research on care and focus on the limits of approaching care work from the perspective of economics of labor. I also look at the relationship between the state and feminist movement, and then move on to look at the debate among feminists on various strategies of policy of care work. I then argue the validity of policy approach that is based on the concept of governance from a feminist perspective. I also state the need for the feminist policy for care debate to move away from the framework that assumes the care work as the sex role of women within households. Secondly, I look at the ways in which care is becoming a major subject of women’s policy
