The aim of this short essay is to examine villagers-initiated rural planning and development. Currently there are a number of projects to develop rural villages, initiated by villagers themselves. These have been initiated for different reasons, including organic farming, green-tourism, and government-led demonstrations of environmentally sustainable agriculture and rural villages. In addition, there are a few such efforts by local governments. But these are in their early stages and there is not much information available to report at this time. Nevertheless, in order to see what is needed to establish and develop villagers-initiated rural villages, its cases, characteristics, and related policy issues will be reviewed.
