This study investigates what socio-cultural backgrounds bring competence-based curriculum in higher education, reviews how University of Sydney and University of Queensland design and implement competence-based curriculum, and explores the major characteristics of competency-based curriculum. Competence-based curriculum has been initiated with knowledge-based society, human capitalism through neo- liberalism, life-long learning society, and educational accountability movement. From within the cases of University of Sydney and University of Queensland, this study finds that competence-based curriculum emphasizes tactic knowledge, innovates the methods of teaching and learning, enhances authentic learning achievement through quality assurance mechanism, and encourages cooperations among departments, teachers, and students.
