이탈리아의 이민과 다문화주의 = Italian Immigration and Multiculturalism

국문 초록 (Abstract)

이탈리아는 1970년대 이후 노동력을 수입하는 이민국으로 변모하였다. 냉전체제의 종식과 함께 동유럽지역으로부터의 유입이 대규모화하면서 최근 다문화사회적 전망이 중요한 사회문제로 대두되고 있다. 이 글은 이러한 상황을 통계수치를 통해 제시하면서 문제점을 정리하고 이민문제에 대한 입법과 대응책을 검토하면서 차이를 인정하는 전략을 통해 여러 민족이 평화롭게 공존할 수 있다는 이론적 전망을 제시하였다. 그러나 현실에 있어 유럽연합 차원의 공동이민정책은 과포화된 유럽노동시장을 고려하면서 추가적인 외부로부터의 이민을 억제하고 있는 형편이다. 따라서 요새화된 유럽의 망령이 살아난다면 적지 않은 갈등이 표출될 수도 있다는 우려와 함께 보다 적극적인 대책을 요구하고 있다.

다국어 초록 (Multilingual Abstract)

International migration is a phenomenon which is quite common after the demise of the Cold War Era. Europe is considered one of the best place to migrate for the Third country nationals. In case of Italy, she has been a country of emigration until 1960s, but after the 1970s Italy needed foreign labor due to the hatred of the 'dirty' and cheap labor by the educated younger generation. After 1989 and with a decade of low economic growth in the 1990s, serious concerns are proclaimed and many endeavors are made not only by the central government but also by local institutions.
Throughout the research, we have known that recognizing difference might be the minimum requisite for the prospective of multicultural society such as Italy. And many legislations were prepared to meet the new situations made by massive incoming of foreign labors. But criticism is such that apparently they declare all good expressions and principles but in practice there need further specification and concreteness. And segregation can never be the suitable method to solve this conflictual situation.
