보육발전 기본계획 개발에 관한 연구 = A Study on Development of Master Plan for Child Care

Childcare in Korea has been actively developed since the establishment of the Childcare Act in 1991. Based on its grassroots built during the last decade, childcare in Korea has currently been moving into a stage of new stability. In particular, childcare faces new tasks and challenges in order to meet various societal and familial needs in the 21st century.
The purpose of this paper is to review and evaluate major changes, outcomes, and problems of childcare policies in Korea. In addition, by focusing on the problems addressed, future directions and plans for childcare based on the clients point of view are suggested.

국문 초록 (Abstract)

본 연구는 앞으로의 보육관련 여건을 고려하면서 아동들의 잘 자랄 권리의 관점에서, 여성의 발전을 위하여, 향후 보육사업을 발전시킬 수 있는 후속 정책들을 마련하는데 연구의 목적이 있다.
본 연구를 위해 다루었던 연구 내용으로는 우선 영유아보육법 제정 이후 정부가 실시하여온 보육정책 결과에 따른 영유아 보육현황을 분석하였고, 향후 보육발전을 고려하였을 때 어떤 문제점들이 야기되고 있는지를 살펴보았다. 나아가 이러한 문제해결을 위하여 보육현장에서는 어떤 요구를 하고 있는가를 알아보고자 하였다. 이러한 연구결과들을 종합하여 정부의 보육사업 담당 부처에서 보육의 발전을 위하여 수행하여야 할 단위 과제를 포함한 보육발전 기본계획을 제안하고자 하였다.
