After the market failure induced from classical economics, the government‘s positive interventions also failed. And today many NGOs take charge of a lot of public fuctions. In Korea, NGOs have been shaped by many institutional factors.
On the part of political administration, the reduction of governmental functions and apparatus, the suppressional political system, the unequal structure of power distribution, the weakness of representitive mechanism and the enlargement of participant institutions shaped many NGOs. On the part of economy, the self-organization of labor and capital, the reinforcement of cunsumer protection, the dependent economic structure on government, and the raise of social responsibility of business shaped many NGOs. On the part of social culture, the pluralization of preferences and interests, the activation of volunteerism, the development of educational institutions, the growth of educational level, and the influence of international NGOs shaped many NGOs.
As for the basis of governmental support and institutional participation of NGOs, korean NGO's institutional precess is divided into hostile relation, independent relation, dominant relation, and collaborative relation. At present, Korea is on the stage of dominant relation that the government allow institutional participation of NGO to coopt NGOs into policy process. In the future it should be collaborative relation that the government recognize NGOs as policy partner and institutionalize substantial participations of NGOs into policy making process. Therefore government should not support only financially but institutionalize total support system that guarantee the independence, autonomy, specialty, and efficiency of NGOs.
