과학기술계 연구회의 기관평가 제도 발전 방안 = 산업기술연구회의 사례를 중심으로

This work firstly aims to analyse the current state and the actual exercise of institute evaluation system which conducts the evaluation of both research results and management contents of the member research institutes under the three research councils in S&T sector, and then to discuss the policy alternations in order to sort out the problems found through this analysis. For this purpose, the 2002 evaluation exercise of the KOCI(the Korea Research Council for Industrial Science and Technology). one of the three research councils in S&T sector, was selected as a case study. The result shows that the KOCl's current evaluation system has a lot of deficits of system itself and problems of implementation process in most evaluation components. For this reason, it seems that this system will not properly realise the initial mission and function to upgrade the national innovation system for future knowledge-based society as well as to produce the world class research outputs of member research institutes. So, I discussed the developments of the institute evaluation system of the research councils in S& T sector in the four perspectives of evaluation purpose, evaluation resources, evaluation performance and evaluation utilisation, in order to make it contribute the development of both the national innovation system and public science and technology activities. These recommendations mainly contain the transfer of evaluation purpose from the management system of member institutes to their development direction and research results, the reduction and rearrangement of evaluation objects in accordance with the changed evaluation purpose, the expansion of the input of evaluation resources such as manpower, unit and information, the extension of evaluation intervals from one year to a longer period, the adoption of non ranking system among member institutes in the process of evaluation synthesis and the diversification of evaluation utilisation.
