실직여성 고용정책 개발에 관한 연구: 인적자본관점과 인간능력관점에 대한 비교 = An Analysis on the Reemployment of the Women Unemployed: Centered on Human Capital and Human Capability Perspective

The purpose of this study is to explore theory for developing the women unemployed by conducting the multiple regression and logistic regression analysis. In addition, two gender groups are subjected to comparative analysis to identify the effect of the factors related to the human capital and human capability perspective on reemployment. For this purpose, 1,871 cases are selected from the 5th year data from Korea Labor and Income Panel Study. The results of study are as follows. The model based on human capability perspective is even more apparent than the model based on human capital perspective. Thus, it is necessary to integrating between the human capital perspective and the human capability perspective in developing employment policy for women.

국문 초록 (Abstract)

본 연구는 여성고용정책 개발에 관한 이론탐색을 목적으로 한다. 고용관련 연구에서 주류를 형성하고 있는 인적자본관점과 여성주의적 관점을 수용하고 있는 인간능력관점에 관한 논의를 중심으로 하였다. 한국노동패널 5차년도 자료를 이용하여 실업자와 여성실업자 두 집단에 각각 인적 자본론적 접근과 인간능력 접근에 대한 실증적 분석을 진행하였다. 특히, 본 연구에서는 기존연구에서의 표집편이(sampling bias)문제를 해결하기 위해서 여성만을 표본으로 하거나 남성 중심적 고용시장에서 여성과 남성을 구분 없이 표집하는 오류를 보완하기 위하여 여성과 전체 대상자군을 분리하여 실증적인 비교분석을 시도하였다. 실직여성의 고용정책 개발을 위해 그들의 실업기간과 재취업여부를 분리하여, 각각 다중적 회귀분석과 로지스틱회귀분석 방법을 사용하여 분석하였다. 여성실업자의 실직기간에 영향력을 미치는 변수로는 학력수준, 근속기간, 전직고용형태, 이직사유, 그리고 건강보험가입여부, 생활지불능력, 연령과 연령제곱, 수도권 거주 여부인 것으로 나타났다. 반면 재취업여부에 대해서는 기술수준, 근속기간, 의료비지출, 혼인여부 인 것으로 나타났다. 또한 인적자본관점의 모델보다는 인간능력관점의 모델의 설명력이 여성주의적 관점을 수용하고 있는 것을 발견할 수 있었으며, 여성고용정책개발에 있어 이 두 이론의 통합을 제기한다.
