공공기관 거버넌스 및 운영제도 혁신의 성과와 향후 과제 = Performance of Public Body Reform and Future Reform Measures: Focusing on Corporate Governance and Operational System of Public Bodies

국문 초록 (Abstract)

최근 정부는 공공기관의 운영개선을 위해 ``공공기관의 운영에 관한 법률``(2007.1.19 제정,이하 ``공공기관운영법`` 약칭 사용)을 제정하면서 제도적 혁신을 추진해왔다. 본 논문은 2007년 공공기관운영법 제정 등에 따른 공공기관 거버넌스(governance) 및 운영제도 혁신의 성과와 향후 과제를 문헌연구와 공공기관 및 전문가 대상 설문조사 결과를 바탕으로 논의하고 가 한다. 우선 우리나라 공공기관 운영제도의 변천과정과 제도혁신의 배경을 살펴보고, 두차원(국가차원과 기관차원)에서 공공기관의 거버넌스 및 운영제도 혁신을 논의하고 있다. ``국가차원``에서는 공공기관 유형 및 분류체계 재정비와 공공기관운영위원회 운영을 중심으로 살펴보면서 그 성과와 향후 과제를 논의하고 있다. 이어서 책임경영을 위한 ``기관차원``에서는 이사회와 감사제도 운영, 기관장 및 임원인사제도, 평가제도, 공시제도 등을 집중 조명하며 문제점을 분석하고 있다. 그리고 공공기관의 지속적 발전을 도모하는 차원에서 주요 정책과제를 제안하고 있는데, 이를 정리하면 공공기관의 분류체계 재정비 및 지방 산하기관으로 확대 적용, 공공기관운영위원회의 기능 활성화, 편법설립에 대한 효과적 대응책 마련, 사외이사 및 내부감사의 전문성 강화, 기관장 등 임원인사제도 개선, 공시내용 충실화, 그리고 통합 및 전략적 관리수단으로의 평가제도 개선 등이다.

다국어 초록 (Multilingual Abstract)

The Korean government promulgated a new law entitled "The Act on the Operation of Public Bodies" for the operational improvement of public bodies on January 19, 2007. In recent history, this law made a significant impact on the management of public bodies as part of public body reform so that the purpose of this article is to review performance of public body reform and future reform measures focusing on corporate governance and the operational system of public bodies, based on the existing literature and the survey results from experts and public body employees. This article first reviews the development history of the operational system of public bodies, followed by discussion on innovation of corporate governance and the operation system from two different perspectives: national government- and public body-based perspectives. From a national government-based perspective, this paper reviews the following key issues: the type of public bodies, the reclassification of public bodies, and the operation of the Steering Committee of Public Bodies. In a public-body perspective, this paper analyzes the following matters: the operation of the board of directors and auditors, recruitment of top managements (CEO and members of the board of directors and auditors), organizational performance evaluation, and public information disclosure. After that, this paper proposes a number of major policy alternatives for further sustainable development of public bodies. They include: the reclassification of public bodies, public body reform in local governments, revitalizing the Steering Committee of Public Bodies, developing effective monitoring measures on the establishment of public bodies, enhancing the expertise of internal auditors and external members of the board of directors, improving the recruitment system for top managements, the enrichment of public information disclosures, and innovating the organizational evaluation system as a strategic and integrated management tool.
