Abstract

Agent-Based Models as a Modeling Tool
for Complex Adaptive Policy and Managerial Problems

This paper discusses complexity theory and agent-based models as modeling tools for complex adaptive policy and managerial problems. We have long known that public policy problems are wicked and complex. However, we have not had good practical approaches for modeling this complexity. Most models assume away the complexity inherent in any human or social system. In an effort to overcome many of the shortcomings of standard approaches, we review complexity theory and explore the use of agent-based models in the context of public policy and management.

국문 초록 (Abstract)

현재 사회과학의 이론적방법론적 틀로서 복잡성 이론에 대한 논의는 관련 개념의 복잡함에서 기인하는 혼란의 해소와 개념의 조작적 정의를 가능하게 해주는 방법의 개발이라는 두 가지 과제를 안고 있다. 본 논문은 복잡성 이론의 발전에 기여해 온 제반 연구를 하나의 틀 안에서 설명함으로써 이러한 혼란의 해소에 기여하고, 복잡성 이론의 방법론적 모형인 행위자 기반 모형(Agent-Based Models)을 소개함으로써 방법론 개발에 일조하고자 한다. 또한 이를 통해 복잡성 이론과 행위자 기반 모형이 갖는 행정학정책학 연구에 있어서의 함의 및 활용가능성을 살펴본다.
