This paper discusses the importance of developing and essential reference for learners of Korean, a task which has been relatively neglected despite the recent boom of learning Korean as a second language. Also, it presents preconditions that a Korean language dictionary must meet to become a valuable reference book to students of Korean.
The preconditions discussed by the paper are as follows:
1) Establishment of a corpus and, based on this, selection of entries, in consideration of foreign students of Korean language
2) Description of unified grammatical information reflecting the standard patterns of Korean language, putting an end to the current trend of related organizations providing differing explanations for the same grammatical question
3) Careful definition and control of vocabulary for learners' greater convenience
4) The need for user-friendly layout of words and phrases as well as interaction between the dictionary compiler and users.
