The policy of ‘Creation for New School Culture’ was started as a movement for changing school culture from bureaucratic, undemocratic, uniform to school-based, democratic, autonomous. The policy focused upon the way how school culture could be shaped, although it has been implemented uniformally by Ministry of Education in Korea. This study aims to analyze how the policy of ‘Creation for New School Culture’ has shaped school culture in reality. It was approached in terms of both autonomous school-based management culture and professional teachers’ culture.
School culture for autonomous school-based management was analyzed in terms of school-site management council and school-based curriculum Professional teachers’ culture was evaluated in terms of teachers’ everyday life and the process in their decision making of different group learning.
‘Creation for New School Culture’ planned to change school culture against principal’s authorized way of thinking, teachers’ resistant attitude for educational innovations, undemocratic school atmosphere, etc. ‘The policy has put limitations in creating positive school culture and professional teachers’ culture, by not considering fully the material and structural basis to shape school culture. Thus the movement to create new school culture does not have amplified school community members’ motivation and aspirations for school change. In spite of this limitations some schools such as “D” Middle School have shaped new school culture shared by school community members under the principal’s leadership, fostering productivity, the better quality of schooling
