1980년대 한국산업정책과정의 특징: <공업발전법>을 중심으로 = The Second North Korean Nuclear Crisis and the U.S's and North Korea's Brinkmanship

다국어 초록 (Multilingual Abstract)

This study examines the basic characteristics of Korean industrial policy decision-making in the case of Industry Development Law(1985). In this process bureaucrats were insulated from social pressure and formed and implemented such policies autonomously. Firstly, Korean autonomy was `state autonomy` shared by president and bureaucrats. In this case bureaucrats were subordinated to president and president made bureaucrats be free from societal forces. Secondly, Korean characteristic of policy instrument was regulatory, so capital was forced to conform. And when inter-bureaucratic conflict was occurred, Korea had a hierarchical adjustment mechanism influenced by relationship with president and bureaucratic power resources. Lastly, Korean state seeks for cooperating with capital in the stage of policy implementation rather than in the stage of policy formation because of policy implementation success. There were not institutional networks which capital take part in policy formation through. Even if they were, they were temporary ones. Therefore Korea could form the policy in spite of capital's opposition.
