The purpose or this study was to develop measurable criteria for quality early childhood programs. The criteria used in this study were based on the contents of accreditation criteria and procedures for early childhood programs. The criteria used to measure the quality of children 's experiences in programs seeking accreditation by the National Academy of Early Childhood Programs, a division of the National Association for the Education of Young Children. And the criteria were also developed through reviewing documents on evaluation and research literature on the quality early childhood education.
The criteria address all early childhood program components (10): interactions among staff and children, curriculum, staff-parent interactions, staff qualifications and development, administration, staffing, physical environment, health and safety, nutrition and food service and evaluation.
Questionnaires were administered to 72 supervisors who were in charge of early childhood education and 42 college professors who were in the department of early childhood education. Data also were collected in 382 early childhood education institutions, consisted of ratings on the criteria obtained from teachers. Each criterion was rated on a 3-point scale.
The analysis was based on the data obtained from the questionnaire of supervisors and professors, and self-evaluation of teacher.
It was found that the criteria were almost considered acceptable by supervisors and professors in early childhood education. The mean score was 2.72.
The score of 10 items analysis ranged from 2.66 to 2.8 items having the lowest mean score (under 2.5) were in 5 items. These included the following components: curriculum (item 45), administration (item 75), health and safety (item 99, 100, 102).
With respect to item analysis, item 23 was nonsignificantly discrimitive at 1% level.
The score of self-evaluation of early childhood teachers was from 2.02 to 2.55. there were some differences in the subareas of the criteria. The component on interaction among staff and children and staff qualifications and development were significantly higher score than the rest of eight components.
The criteria are to be utilized by individual institutions to self-monitor their won progress, by the supervisors to collect information and guide each institution for the promotion or early childhood education, and in overall, to enhance the quality of early childhood education in Korea. For more efficient use of the criteria, prospective evaluators should be trained on how to use them. Further investigation into the reliability and validity of the criteria is also needed.
