The purpose of this study is to identify the system and to examine the change of Central place system. For this, we carried out that offers the viewpoint of urban spatial policies with comparison to the floor area of building in 1994 and 2005 and central place by Incheon's master plan. The major findings of this study are as follows : According to the result of the system of Central place, identified 3 Centers, 3 Sub-Centers and 7 low-ranking centers in 1995, 4 Sub-Centers, 3 low-ranking centers in 2004. The change of Central place System shows that the Central business function tends to disperse or concentrate in the traffic node places and the new development places. Besides, Incheon's master plan lacks consistency in urban spatial structure. In conclusion, it needs the smart growth management of the Central place, because it's the system and a central force in future are greatly changed by new development areas and a large scale development projects in the rest areas.
