우리나라 책임운영기관 평가제도 및 운영의 개선에 관한 연구 = A Study on Improvement of KEA(Korean Executive Agency)'s Evaluation System and Operation

다국어 초록 (Multilingual Abstract)

The KEA(Korean Executive Agency) is designed to apply market principles into government activities and to enhance administrative efficiency, the quality of public services and customer satisfaction. For the successful operation of the KEA, the performance management based on reciprocal contracts and the managerial autonomy at the implementation levels are asked. It is also argued that the success or failure of the KEA depends upon the objective and reliable evaluation system. However, various review papers on the operative outcomes of the KEA since 2001 show us that the evaluation system of the KEA have not worked properly and responded to the rapid changes of related administrative institutions. This paper tries to suggest alternative evaluation system for the KEA after the critical examination of the current system. Several reform agendas for the KEA are recommended in terms of overall performance evaluation system, performance evaluation criteria and the ways of the feedback system of evaluation results.

우리나라의 책임운영기관 평가는 중앙행정기관장 소속하의 책임운영기관운영심의회(이하 운영심의회)를 통한 자체평가와 행정자치부장관 소속하의 책임운영기관운영위원회(이하 운영위원회)를 통한 종합평가로 이원화되어 있다.
